Prohibitive rules for campfires in NL

I think the rules in NL are very unreasonable when it comes to the legalities of having a campfire on crown land during the summer months.  Why not?  Anywhere else I have been in Canada is not nearly as prohibitive as NL is.  We have the most rain fog and cool temps than anywhere and yet are the most restrictive.  I just want to take my wife out where I hunt and cannot legally sit around a fire in the evening unless I am in a campground with special permits or if I carried in a special fully contained fire pit.  Not very practical.  So if I am sitting in the barrens where there are no trees I still can't have fire, for what... the fear of starting the remarkably wet barren land on fire?  Even in the bush I in a small clearing for a campsite I don't see this as a big issue.

It is ok under the right conditions...

on a sand or gravel beach or quarry if

                      (i)  the fire is located at a distance of not less than 15 metres from the nearest woods, brush or other flammable material,

                     (ii)  the fire does not exceed a surface area of 0.4 square metres,

                    (iii)  the fire is located at a distance of not more than 1.25 metres from a body of water whose surface area exceeds 10 square metres;
