Snowmobile federation running out of money.


The Newfoundland and Labrador Snowmobile Federation is in serious financial trouble, and may ask the provincial government to bail it out.

High fuel prices and a late start to winter are partially to blame, but the federation's executive director, Donnie O'Keefe, said the biggest problem is freeloading riders who aren't paying for trail passes.

He said the federation may have to scale back grooming operations or stop grooming trails altogether.

The federation owns 21 trail groomers that are used by various clubs to keep in shape a network of trails that stretches about 3,700 kilometres across the island.

O'Keefe said the work can't continue if sales of trail passes don't improve.

"The facts are the facts. We're sitting somewhere around 7,000 trail passes right now provincially, which is less than half of where we need to be. So if you look at the dollars and cents of that, the board of directors is taking a hard look at how much of this season we can continue to groom," O'Keefe said.

The federation's board of directors will make a decision very soon about whether grooming can continue, he said.

"If it means to suspend grooming, that's a direction we will go in, and a decision that could be made in the next 24 [or] 48 hours, [or it] could be the next seven days. But the hotels, the motels, the gas bars, everyone will pay the price of us shutting down."

The federation is the provincial governing body of 16 volunteer snowmobile clubs across the Island portion of the province. The Labrador portion of the province has its own trail network with its own governing body.

Parks Canada lays charges

Four people from Charlottetown have been charged with violation of Parks Canada regulations.

Robyn Spracklin, chair of Charlottetown's Local Service District, confirmed on Tuesday that summonses were issued to four individuals on Monday.

The four are said to have been confronted by Parks Canada employees on Feb. 6 — prior to the Feb. 13 protest snowmobile run.

According to Spracklin, three of the four have been charged with: damage and/or destroying flora in Terra Nova National Park, operating an over-snow vehicle in Terra Nova National Park and willfully obstructing an officer in making a lawful seizure.

A fourth has been charged with a single count of obstruction.

Since Spracklin's confirmation of the action, Parks Canada officials have stated these may not be the only charges laid when it comes to alleged snowmobile use in Terra Nova National Park this winter.

"The investigation continues for offences related to the events of February 13, 2011 and the illegal cutting of a trail in Terra Nova National Park in late 2010 and charges may be laid where warranted," the statement reads.

Meanwhile, a conviction on a charge of illegal snowmobile or ATV use in the park can result in a maximum fine of $25,000 and a loss of the snowmobile or ATV.

Spracklin says the Charlottetown Heritage Rights Committee is now working to obtain legal assistance.

The four are scheduled to appear in court in Gander on May 31.

A recent storm surge in the Conception Bay area has forced the closure of a local bridge in Seal Cove. Environment Minister Ross Wiseman says the T'Railway Provincial Park structure in the community, known as Indian Pond bridge, is closed to all pedestrian, ATV, snowmobile and vehicular traffic until further notice.

Wiseman reports that that section of the park was damaged by the recent storm surge. The Parks and Natural Areas Division of the Department of Conservation and Environment will continue to monitor the situation. An update will be provided at a later date.

Meanwhile, the department advises that the section of the T'Railway Provincial Park from Gander West to Jumper's Brook has reopened for public use, meaning that the entire T'Railway system west of Port Blanford is now open. However, sections between Thorburn Lake and Port Blanford, and between Clarenville and the Burin Peninsula, remain closed. The department asks users to stay off these sections to accommodate repairs.

Newfoundland and Labrador Snowmobile Federation , Department of Natural Resources

The Department of Natural Resources is advising snowmobile users that provincial conservation officers are enforcing regulations under the Motorized Snow Vehicles and All-Terrain Vehicles Act which require snowmobiles to have a valid trail permit.

According to a news release, conservation officers will issue tickets for violations under the act, on the 3,700-kilometre trail network licensed to the Newfoundland and Labrador Snowmobile Federation (NLSF).

Users of the groomed trails maintained by the NLSF are required to display a trail-use sticker which must be purchased annually for each snowmobile accessing groomed trails.

Snowmobilers in Charlottetown who want a designated path through Terra Nova National Park are one step closer to success. Area MHA Sandy Collins says efforts are underway to schedule a meeting with the federal minister responsible for Parks Canada, Peter Kent, to discuss the matter.

Snowmobilers from Charlottetown rode through the park last weekend in protest of the law that prohibits them from doing so. Collins says it appears the protest efforts did draw attention to residents' concerns, but he says it would be good if they could be patient. He understands, though, that they are not going to sit idly.

The community of Charlottetown lies completely within the park's boundaries. Collins says residents have been asking for a legally designated snowmobile track for the past thirty-seven years, but the issue has really come to the forefront in the last year.

700 polaris dragon, Was in last year use an extra gallon to get back, not allot of play time either.

It sucks I know, I got a 600sdi renegade to and it doubles the fuel miliage

yes john, I love breaking the trail too, but unfortunatly I would never make it to the gorge if I had to break the trail the whole way, I would long be out of gas, i barely makes it in and out as it is, lol
