i had coyotes sit and stare where bait was and then just carry on walking. I think it has a lot to do with availability of food at time. If they are hungry they will be more tempted than if they arent.

A buddy of mine tried this and says it works. if you bait near any kind of clearing where you can sit back and watch, wrap a plate sized object in tin foil and let it hang from a tree kind of blowing around a bit. He says that if the 'yotes think your not around it will draw their curiosity. May be worth a shot ?? What's a big Newfoundland coyote?? 80lbs?

I have spent the past three winters around my cabin hunting these coyotes. This winter was the first time one has offered me a shot. I had called them to edge of woods twice but couldnt get them to show themselves. I baited for two winters and have yet to have them nibble.
