Goldeneye ducks Just outside my decoys

Goldeneye ducks in central Newfoundland ..I could not get them to land with my decoys instead they landed just outside and gradually built up to this flock.

seemed like they wanted to swim in ..something was off i'm guessing they didnt want to go that close to shore...they would start to swim in..then swim out and then do it all over again.
