I would love to see some new C&R rules come out, and the gaurdians given the power to enforce them. Tired of seeing fish dragged ashore or netted only to be released. All the guardian can say is, "don't do that or i'll tell you not to do it again". If a person can't tail a fish while in the river than that person should stick to trouting.
They should also be able to fine these idiots for throwing garbage around. I've never seen so much garbage on the rivers before. How can we expect guardians to protect our rivers when they don't have the power to do so.
